When I used the stock 14b wastegate on my old z6 build it also opened at 10. I ended up bending the actuator towards the exhaust housing side to lower it a little. Of course it also lowered spool time due to a slightly open wastegate flapper, but it was ok because of how fast 14b's with stock 6cm^2 housings spool up. Or if you want to go old-skool HMT style, use carb springs from the auto parts store...depending on how tight you stretch the spring is what psi you get. I ran my z6 that way for quite a while, and I liked it better than the stock actuator (not to mention the room you save ).
