i'd still pull it out and tap it for an npt and just put a hose barb fitting in.

You could squeeze it shut and braze it...kinda ghetto but would work fine.

Best bet is a coolant block off cap. Same idea as vacuum cap, but made out of coolant hose instead= won't rot.

I'd go this route, or pull the tube from a mani that doesn't have the 3/8 tube and swap em. They're just pressed in.

Another option would be to pull the steel piece out and weld up the hole. You could then grind it down if you wanted to.

If you do weld it shut, you can use regular ER70S wire to TIG or MIG it.
