Default Zdyne options

I have a 90 civic DX with a dying stock motor. I want to stay away from the Bseries and go the route of either the D16 or the ZC. But which one. I have only just begun but I am confused with all the options and limitations. I have purchased the Zydne SECU and have heard the great potential with the right setup. Help me choose that setup. I have a few guidelines.
1. Emmissions legal( Texas )
2. Total cost 2500.
3. Goal is to have a car capable of running high to mid 13s with a good driver, slicks, legal dragway.

d16z6 w/ boost and a zdyne 1-wire vtec w/ boost ecu.
