Default Timing retard on OBD2?

I am planning on going SMC + or AFC and 450ccDSM's. I hear that the BTM is not very effective as most of the timing retard is needed at lower RPMS. OBD0 and OBD1 guys jsut chip thier ECU apparently. Can i Chip my OBD2..seems like it would be really hard to do? This sorta suxs cause i really wanted to use the AFC hack but if my timing is gonna be shitty then it is not worth it. (99accord)
