Default OBD2 retard timing

In another forum's FAQ i have read the following statement:

"even changing the position of the distributor on an OBDII car won't change the timing (The computer will change it back)."

Is this true? If i retard -4 degrees on distributor in a Civic Si it doesn't make any sense?!
