Default Solid CEL on Turboedit ECU???

Hey Guys.
I installed an HMT (5 psi) intercooled on my CRX with a D16Y7 engine and I used a turboedit chip + 450CC injectors that were balanced and cleaned. The car ran beautiful for 5 days, then I started getting sporadic CELs that would make the engine sputter, but it would fix itself by restarting the engine. it did that for a couple of days until one day the car wouldn't restart. Then the weird thing is that the engine hydrolocked with fuel while cranking. No, I didn't crank it for ever, my car always starts on the first crank. In fact the injectors begin to inject fuel with the ignition on w/o cranking the engine.
Is the ECU fried or is it just the chip that went bad??

Chip could go, or a solder joint let go, go over them again with a soldering iron, see if that solves anything.

I saw that happen once in an OBD1 ECU I had...

Fuel pump would prime and keep priming and I think the injectors would just open up before even cranking over the motor...very weird. Never figured it out but it was the ECU...the chip I had was know good and worked fine in plenty of other ECUs
