question about chiping

the 74 HC373 chip . i must buy it new or it desolied from some place in the ecu ?

iam not in USA . so its hard to me to get it . i have radio shake here, may i find it ?

and my question is what it do is it a memory or a micro processor . or what it do adjust ?
