I also noticed that the solder isn't pushed through the front side. Back side looks fine but the solder isn't through to the front. From the front it looks like the pieces arent soldered. I need to send it out to get fixed right. I wish I could remember who I bought it from on HT. It was a year ago maybe.

Ok duh. I see the J10 now. There is a jumper wire there. The cap above it looks ok. What do I look at next? I guess I can recheck the wiring tomorrow. I'll just run a new wire from the solenoid to the ecu I suppose. I've checked three dozen times though.

nobody noticed there's no pnp transistor at q101 
that's your problem right there (granted the polarity on the diode (d11) and electrolytic capacitor (c60) is correct). here's what it looks like.
