Default OBD1 > OBD2

Hey guys, im finding myself in a strange situation. I want to buy a 1998 integra, but the integra has an OBD1 engine in it. Normally this wouldnt be a huge deal, but massachusetts is really ---- about OBD2 inspection. you MUST have a fully functioning OBD2 port (if the car is 96+) or you cannot pass inspection.

I need to know if there is any way to get this car to run as OBD2 again? assuming the OBD2 harness is still in the car, can i just get an OBD2 ECU and be done with it? what do i have to do to get the COM port working?

if it has an OBD1 Harness, what are my options?

you will have to change the oil pump and intake manifold to get the needed sensors to make the obd 2 ecu happy.
