I also test every ECU I chip. But so far have never had a failure. The most likely failure is as a result of a solder splash bridging pins on the zif socket. So normally a visual inspection picks them up. Also, remember to flux clean PCB's after soldering really helps (and using LMP non-rohs compliant solder).

I own a snap-on soldering station along with a few other toys. I also have been doing electronics repair for a few years. I can attest that the basic cheap radio shack setup works great if you have the patience. I know that flux cored solder can be a bitch sometimes, but get some copper braid with a sucker and you'll make the best of it.
At the very least the board pic looks somewhat decent/uniform on the joints (of course with liquid flux there is lots of room for improvement). The only experience I've had with foreign soldered board components is a couple of Xenocron ECUs. Chris's work is very clean and I would recommend it. I hope that he has put to good use the various sundries and supplies that I have sent him
In general I think that a rebuild of the board with a proper burned chip will get everything working like it is supposed to. I don't see and burnt areas or ----'d traces. Take some pics of the backside and I will be able to tell you more.
