go back to one of those places that don't care about whats under the hood! Pull the guy to the side offer him some cash to take care of it ( like runing a car that just passed with your info in the computer ) them you don't have to do ---- just pay alittle extra dough

or just go stock

I'm glad I dont have to deal with that b/s. All I would do is stick the stock injectors in it, stock map w/ cat and just dont hit boost on the way there or back. Do they really look under the hood? even if they did as long as ur turbo kit is as rusty as the car u wouldnt think they would notice.

Vacuum should be in the 16-15ish range. My A/r doesn't go richer the 14.7 until about 8 inches of vacum.

If you have an internal wastegate then just wiring it open. Make sure your vacuum map is near stock and test it. Should be fine. Should run like a honda with a 1" exhaust.

I'd turn the boost all the way down so it won't spool and tune it for stock timing and afr.

I'm sure it can be rigged up. Wire the wastegate open...

Can't you just remove the wastegate spring to get the same effect? Doesn't matter what the boost controller does, it can't JDM magic the wastegate shut.
