All you need to do is apply for a free permit (I have the pdf on my desktop) and you can call yourself a "small producer" and produce up to 10k gallons to be used by yourself or sold as fuel as long as you denature it if selling to others. The hardest part of the whole permit is giving the layout of the property where the still is located. The way they do it is if you have the capacity to make more than 10k, whether you're actually doing it or not, they can get you. Basically it takes a 1000 gallon still to make 100 gallons of 180proof, so you do the math. You'd have to run that still a hundred times, which is doable, but you can always step up to a medium or large producer license and all you need to do then is provide a more detailed layout iirc. I'd personally like a 200gallon still to get 20gall of 180proof. That would be sweet.
