Looks like a 45 trim TB03. Plus it's a T3 inlet. Are you sure it's a T28? Those a/r ratios are very common for a T3 frame turbocharger too. If it's a T28 it'll have a T2 turbine wheel and t2 style bearing housing with different feed/return fittings. Not to mention the wastegate actuator is definitely T3 style. I do know there are lots of T28 variants though, so maybe you know something I don't?
Most T28's I've seen are a T2 frame turbocharger with a T3 compressor cover and compressor wheel. There have been some weird OE variants made over the years though and I'm sure even crazier aftermarket ones too. Post pics of the whole turbo. The compressor side is definitely T3, so for it to be a T28 it's gotta have the T2 turbine ----. Unless it's some crazy dual reverse inducer whistle tipped hybrid that I've never heard about ahaha.

I can't see if that says .42 on the comp cover. Maybe it is a T2 comp side after all. I didn't know T2 was stamped M24 though. I thought that was T3. IDK. Now I'm doubting my turbo identifying capabilities haha. More pics plz.
