Claims are normally accepted by paypal after ten days.

buyer says will ship out tomorrow,
a week past by the buyer says will ship out on monday, which was a holiday
another week past without a respond, buyer says will ship out next day
I got email 2 days ago that says he will ship out yesterday
no respond to email since then
