I just had a similar issue my solution was to build oil pressure.

Is the head torqued properly? how was the head? was it used?

explain the scenerio better, why was it apart?

Sometimes it takes a lot of cranking to build some compression, take the plugs out and squirt down about a cap full of oil in each cylinder. try to start, then do a comp test..
