Maybe some rust got in on the shaft or something, or some rust hit the backing plate of the exhaust wheel, you can take it apart (not the center section) just pop off the exhaust housing and compressor and clean it up real well, spray a little lube down the oil return shaft and hope it works..

ive been trying to get my turbo to work correctly...i opened the downpipe flange...i tried oiling up the turbo, but still...it doesnt spin freely...should i take the whole turbo apart...and see what is wrong...when i first got it...everything was working perfectly...i left it outside for about 3 days...and it got locked up...i do c a little bit of rush on the inside of the turbo...looking down into the oil flange...
