new turbo doesnt spin freely.
does it feel like its hard to spin or does it stop after you spin it? Its not goign to be like a frictionless top... If you are able to spin it pretty easily and dont feel like there is a kink in there you're probably good. Also check for side to side and front to back shaft play.
since it is rebuilt, i just hope its from a reputable company or person...

spraying some oil in there isnt going to do much, I'm almost positive once you install the turbo and nice hot oil runs through the center section and it spins about 40-50k rpms she'll free right up. Sometimes they are just a tad tight after rebuilds.
