yeah.. it's very weird trouble... id too say bleed them but it doesnt make sense if you just change front rotors and pads..

when you push the caliper piston back in sumtimes dirt or what not that was in the brake fluid will get trapped in front the master cylinder ports or on the piston walls causing the low pedal. i would say bleed the brakes a few times with some new fluid obviously and when you bleed them do it untill the fluid and nice and clear so its all new fluid in the system

The same thing happen to mea few weeks ago, even though I didnt touch anything else basic rotor+pads change.
So I bleed the brakes, some how air got in the lines volia it had pedal again
Also look into the pins that hold the caliper.

New pads and rotors require break-in.
