I usually just jam on the pedal while going down the street and do a nice brake check. If you don't stop them you know somethings not right.

Do all the caliper pins move freely? Not binding or sticking? Are all 4 rotors new?

Sure it could. Make sure the pins aren't bent also.

Did you put new pads on the rear? Were the rear rotors machined? Are they cupped? Or heavily rusted?
