Cherry red cat is more than likely from an excessive amount of fuel (could also account for the breaking up in the rpm range) being dumped in and washing into the cat, then being ignited due to the hot gasses. I would look into your fuel system first to see what you can find. Having way too much fuel being injected will also make your idle pretty low. As far as cams being off due to the head being shaved, that will add to the low idle due to the cams not being in the exact spot they should be at tdc.
You don't have a bleeder valve on the back end of the upper rad hose? That's where mine is located, you could check that to see.
Don't worry about the idle for now, that can be adjusted. You can raise and lower the throttle plate stopper to get you into the rough rpm range, then do the fine adjustment through the idle screw. Just remember to adjust the tps when done.

i was thinking retarded ignition timing because it'd ignite the mixture way late and it'd be burning in the exhaust, but yeah

any check engine lights? a blinking check engine light means "missfire causing catalyst damage". Your cat must be cooked by now, get rid of it and convert to obd1

I did a timing belt and tune up for a friend. When I started it up I got the same thing: rough idle, glowing cat. I kept rechecking the timing belt thinking that I got it off a tooth. Turns out I had the plug wires out of order.

Don't forget to check the little things. My guess is ignition timing.
