Default icv help

To start off its a 95 civic, with a ls engine, incase it helps yall help me

i have the bouncy iddle after warm up so i unpluged the clip to the icv, and my iddle went down to 800 rpms, and didnt bounce at all. but i threw a cel 14. so i figured it was the icv, so i cleaned it with break cleaner, let it dry, reinstall, all that happy stuff, and my idle is still bouncing,..

can i asume its the icv, being that the iddle smoothed out after i disconected it, and is there any thing else i can do to fix the problem, besides trying a new icv.
