how about some more details, we got a p28, with a d16z6. In a 5g civic or a 4g what did you swap onto the 4g if it is a swap, and what else.
Also, check the wire from the O2 all the way to the ecu. It has to be a shielded wire so if u used some shitty speaker wire you will get a problem. Also take a voltmeter (digital preferred) and check the voltages you are getting.

Hehehe... clip the Engine Light wire. SOme dude I ran into did this cause it was bothering him. But eh... I had a similar problem with a 88 HF with a 92 DX motor, forgot exactly when the light came on, I think it was when I let off the gas or something. It was really strange, but it ran fine. My solution, sold the ------ car.

find the terminal in your ECU for the oxygen sensor (I think its a solid black wire not positive) and poke your positive lead from a multimeter in there and touch the ground to the chasis of the car or to the ground terminal in the ECU.
See if you're getting a voltage reading there, if you are then follow the wire through the car at the next splice joint, and so on till you get back to the o2 sensor.
I think you've got a bad connection somewhere, a loose terminal, or a cramped wire. It could also, be a bad ground.
If you've got a service manual see what else is on the circuit with that O2 sensor - and see if you're having problems with them as well that will help narrow your problem down.

Yeah, monitor your O2 sensor input.
I know two guys with trunk mounted batteries that don't have good grounds who keep popping between open and closed loop... causes code 1. You might be looking at a ground problem.
