to make a few corrections...
there is no point is swaping out a motor if you only have unknown CEL problems. Check engine does not mean check engine but rather means check the computer.
what is the ENTIRE setup, and what CEL's are you throwing? (refer to helms)
that is the frist step.
NOW, about the JDM d15b, there are a few variations so be careful. refer to the temple of vtec article if you wish to gain more enough(google is your friend)
the d15b vtec does have rods on par with the d16's, but they are also the same length of 137mm, this gives a higher rod stroke ratio compared to all other D series on the 1.5 liter d15 crank. it comes out to about 1.62 r/s.
and you CAN get aftermarket rods, no one offers off the shelf "H beam" type but you can get billets made from crower, price is loftier however. But you get what you pay for.
at any rate...sounds like the guy with the check engine light woes, just needs some diagnostic help. I would start there my friend before wasting time and money in the wrong direction

You must have the d15b2 which is like 90hp.
the jdm d15 is a vtec head with a little bit stronger rods i believe. the jdm d15 is like 130hp.....You would honestly be better off getting a cheap 1.6l block and building that and putting a z6 or y8 head on it and then boosting it.
the d15's have fucked up rod bearing sizes and you can't really get aftermarket rods for them. the extra .1 liter of displacement will also make up for more power after you add boost

but see, i cant even start the car as off now so how can i check the lights
also the only reason i was debating swapping is if the price to fix is around the price of a new motor
