Default Engine Flooding?????? WTF?

IM having issues with a recent B16 rebuild we just completed. For some reason the engine is getting flooded, I had 450 DSM dual spray injectors and it wouldnt start, (we have spark (new distributor), and the ECU throws no codes) pulled the plugs and they were soaked with fuel

Switched over to stock injectors, and stock p30 map and it still wouldnt start, pulled the plugs again and they were covered in fuel again.

I already swaped map sensors, stock fuel pressure regulator and injectors.

What do you guys think it could be or what should i look for? I already pulled the fuel rail and none of the injectors stay stuck open. (maybe the rail is too big, using a GSR manifold and rail modded for a B16 Head)

im baffled. any input would be helpful.

Check the injector pulse, Do you still have a resistor box wired in?

first i would put a stock fuel rail on there and see if it clears up that problem.

then maybe try a fuel pressure gauge/regulator and see where its at.

-If you recently wired a resistor box, double check your wiring. (possibly grounding and opening the injectors during all key-on events. Id hold a screw driver to the injector and your ear and listen for a click while someone goes key-on)
-If you've accidentally switched the MAP and TPS plugs it would potentially result in what you are describing. Id double check that. (are you sure its a grossly rich condition, or does it just die on tip-in?)

no check engine light....

P28 chipped using a stock p30 bin from CROME.

I checked all the plugs they are fine, timing is dead on, all the injectors are working, and all the spark plugs are firing,

THe car had previosly started, but then it was stolen, (they couldnt start it so they ripped the alarm out pushed it down the street and stole the interior, they didnt touch the engine) I already reconnected the wires, maybe a fuse blew out or something?

I still have no idea. No check engine light leaves me in the dark..

might just barrow a potentiometer from work and go through all the sensors and ----.
