Default ecu swap - 96 dx to 98 ex: Now fuel cutoff at 5k! Why???

I have a 96 DX that has a swapped 98 EX motor. The last thing done to it was switching out the ecu. I finally got an EX (p2p) ecu to complete the swap. Now when driving it, it feels like I hit the rev limiter at 5k. Car bogs at 5k and will not go past that rpm. With the DX ecu, it runs fine all the way to 6.7k or so until it cuts off.
I've posted this in other forums but need more answers -

I previously changed to an EX intake manifold but made sure I had the 240cc injectors w/ the replacement of the new ecu. The only thing not currently hooked up is the vtec solenoid. I got the new ecu for the purpose of hooking up vtec.

The ecu was purchased off ebay so could this problem be because of a faulty ecu? I don't have access to a working EX ecu. If ecu was bad, how can I tell? Also, could the problem be because vtec isn't hooked up? I'm lost...

Last question: What performance gains will I see between the EX and DX ecu's not taking into account vtec?

check the check engine light? what codes is it throwing? did you wire up the 2 wire iacv?

I used the stock dx TB and 3-wire iacv. I've checked my codes and this is what I have. Please verify if what I have is correct for OBD2.

CEL codes -

1, 7, and 22 - from checking these are what I got of obd2

1 - Fuel Volume Regulator Control Circuit Open
7 - Fuel Shutoff Valve A Control Circuit High
22 - Camshaft Position Actuator A - Bank 2 Timing Over-Retard

If these are correct, has anyone had any of these and were any these the cause of a fuel cutoff at 5k? How did you guys go about fixing these errors
