Default cel code 67

i got a code 67 after i gave my brothers christams present a trip to redline today... its a 99 civic ec.. no mods...
the day before, going down the high way the car just died on me out of the blue... its an automatic, and then started up while i was drifting .. next day did it again but i put it in netural, and kept it from dieing, by floring it it studered in neutral for a min and then shot up to 5500 and then has been fine... today i pull out infront of a truch and i redline it and a min later get a cel..

checked the code it is 67... i belive that is a catalist problem... what dose that mean...
1. dose he need a new converter or could it be something else.
2. could that be the cause of the stals while driving..
3. i was told the converter for these is something like $800.. wtf, is that right or was i given bad info

thanks

punch the guts out of the cat so its hallow, and get a O2 simulator to replace the secondary O2 sensor, problem fix.
