Carbon or Rust
I noticed that I have a brown ring at the top of my cylinder wall (A6), most likely thats carbon but then I noticed some brown like spoting just a little lower. Its not alot and I only find it in the #3 cylinder, the spotting that is, all the other cylinders have that ring on top. Is this going to be a problem, or is it no big deal, I'd hate having to buy another block

It might have been leaking from the gasket, I know I bought the block smoking, not alot but it did smoke a little bit. So botton line, a good honing is all I need right?
were do I pick up one of those honing tools you guys speek of?

Yup, pretty much...just try to find one with the highest possible grit...you're looking to scuff the cylinders, not eat through them.
Also a few tips for honing: Use plenty of lube, always keep the hone in motion, and try to keep your crosshatch pattern at a 60 degree angle.
I hope you're changing your piston rings also, right?
