No, it's not an alternative to sleeving. It's considered, by some, an alternative to using a block guard though. Use the search function and ignore anything with Kyle's name

I believe its also called 'block pinning' and i think a properly installed block guard will do the trick much better.
The sleeved are only reinforced in very small spots (where the posts or pins are) and it just doesnt make a whole lot of sense to me i guess.

I would do a block guard before I would ever do block posts. I think block guards got a bad name from the shitty ones on Ebay for $20. The shitty ones ususally block the coolant passages to the head causing the heads to warp and everything.
Block posts I think are really bad cause they create high stress points on the sleeves. Everybody has their own opinions though.
