Usually the extension cords are oversized so they can flow the proper amount of current. You only need a 10 gauge wire, but the cord will probably be made out of 6-8 gauge to makew up for the extra distance.

i think they make an adapter for a normal extension cord to turn it into a 220 socket my grandpa ownerd one for his camper so he could plug it into our house for power

Electric water heaters cost around $400 a year to run, depending on your rates and settings on the water heater. Gas is quite a bit cheaper though.
