I would fix that regardless of legality in tech. God forbid something goes terribly wrong. Like I suggested in person that Saturday, I'd consider some kind of plastic or rubber edging that pushes on the edge, which you can keep there with epoxy/glue/ silicon, heck, even bathroom tile chaulking. Whatever is sticky and lying around is fine.

Quick and dirty solution is to acquire from a home center of your choosing some 1.5" OD "black pipe", hack it up to a close fit, and use an angle grinder with a dewalt-flap disk (or a tubing notcher with bimetal saws if you have one), tack it together with TIG or MIG, then do final welds over that. Two people working together can have a fitted cage in about 3 hours, tops, assuming they work and don't stare at women walking by

I can loan you my tubing notcher if you want. I don't think I have any sharp hole saws left though, but you can get those from home depot easily enough.

FYI, I have near-virgin holesaws... coming back up not this weekend (Father's Day!) but the next...
