Those pistons should come out, block needs a hone, start fresh with another head. I am gonna call Laskey tomorrow and get them to explain to me what the failure is, I will not be taking hydrolock as an answer, cause lets face it, thats not the problem.
And yeah JD shops have their issues, but they aren't taking responsibilty for a problem that is theirs. Something is wrong with that guide clearance, I am guessing they missed reaming it, it happens. Everyone naturally going to pass off blame to the next person/shop, but I mean hell when I went to put the head on I turned the bottom end over by hand and I noticed a thin streak of oil (approx.030") along one bore, sure enough when I popped the piston out the rings weren't staggered right. 2 of them were totally lined up and the other was close! I think someone is assmbling engines with their eyes closed

As a builder, parts seller, tuner...etc, there are only some many things you can do to idiot proof something you sell to someone else and in most cases, it is user error that causes problems...so that is always the first thing to imply and assume.
The only way he is going to be able to tell anything is to get everything back to them as is...unless you know something they dont or you arent telling us, which a lot of people do when they have an inkling that it might have been something they did.
As Steven said, were the cams degreed? What were the cam gears set at when this happened?

If it was timing, or anything related to the mechanical timing of the pistons/valves this failure WOULD be much different. IF it was mechanical timing either two or more exhaust valve would be bent, OR two or more Intake valves would be bent, NOT 1 intake and 1 exhaust.
