Default low oil pressure after garrett rebuild

I rebuilt the original equipment garrett turbo in my volvo 1983 volvo 242 with 157K miles. When I started the car up I have with low oil pressure that I verified with a mechanical gauge. Not thinking I replaced the oil pump and the car still has low oil pressure. Could the problem be with the turbo?

THanks

You could try putting a restrictor in the turbo oil supply line, particularly if you're using a non-stock turbo.

The turbo is the original garrett that came with the car. Never had a restrictor. I am going to install one just to see if it helps.

Thanks
