i heard something like they do bi-yearly inspections that are wicked strict... and if theres like x ammt of rust, they junk the car and have to pay fines and ----. i forget where i read that. and the reason they have less mileage, is because they all ride bicycles and ----. the average miles in a year is like 1/3 of us or soemthing like that. anyone else hear that?
