get a new email adress... email him.... tell him if he doesnt give you the money or the intercooler you are going to file a mail fraud complaint... Mail fraud is a serious and i think federal offense...

 

It is a federal offense, also because you use a phone line or cable to do business and those are regulated by the federal government, it is a federal offense not to send you the item. Using Ebay is a contract, by posting a bid or item is like youre signing a legal document.
Contact Ebay, they will contact the person and make him either send you the item or your money back.

 

Can you do anything if you didn't go through Ebay?

 

Yes you could, because by using the us mail for any business and failing to deliver items you paid for, is fraud, doesn't matter if it's $5.00 or $1000. The thing is you most likely will have to hire a lawyer and start from there.

 

I had to deal with a shady seller when I bought my turbo last year. I looked up his phone number on whitepages.com and called him or attempted to call him hourly asking if it had been shipped yet. That got him kinda nervous, then I found out where he worked and did the same thing to him at his work. After a week of that he finally shipped it !
