i bet that you're getting boost creep. meaning that your wastegate can't bypass enough exhaust gases to regulate the boost to your 11psi setting.
also, 2.5" for 11psi.. 3" might get the exhaust pressure down enough to make that wastegate work.

i don't have that jb welded barb on my charge pipe anymore.
i got the small hole i meade in the charge pipe welded and now i have the wastegate hooked upto the compressor housing. i'm gonna try using zip ties on all my vacuum hose
connections that's the only thing that i can think of.

i'm starting to think that the spring in the wastegate isn't strong enough to close the WG at 10-11psi since it's a 6psi stock waste gate.
