84-89 Nissan 300 and 200 turbos have 5psi gates.
84-90ish Chryslers have 6-7 psi gates.
If you wanna start out low, find a Nissan gate.
You can up the boost later with a controller or a bleed valve.

Its easier for people just to use turbos that have low boost settings, so theirs no wastegate swapping, or any type of fabrication.
Personally this is how I base my turbo buying on.
1. Price
2. Size
3. Ease of install
To me, adjusting the boost is no big deal, but to others I am sure it is.

I know I can adjust the one I have by making the arm longer but that means the flap will be slightly open causing lag right? So if I just get one that is already set at 6 psi the flap is closed not lag and starts to open at 6psi. I want the 6 psi without the lag because I love how the t25 spools up.

As a saftey feature, could you not just install a Pressure release valve on the charge piping? I still have yet to save up for the components for my project as I managed to blow up a d16z6 with NO turbo! Plus over in the UK everything is more expensive. However, i've been thinking much of saftey and thats what i'd do as a just in case?
