Water and oil cooled turbo??

If I buy a turbo that is water and oil cooled, can I plug up the water cooled side and just use the oil side??

yup
from my experience you don't even need to plug the water inlet/outlets.

If I did decide to use the water part where would I tap in for feed and where should I return it...if I used it??

my water cooled turbo is neither plugged nor water cooled, 10000 miles and still kicking. you'll be fine
