wastegate nipple

On my deltagate wastegate there is 2 gold nipples one on the side that says boost one on the top that says vacuum. the one that says vacuum is hittin my hood. I was wondering if that is needed and if it wasnt there what would happen?

top ones for a manual boost controller, if you dont have one. u dont use it.
