Wastegate help

I just installed a Brand new Tial 35mm external wastegate and when I put my hand by the dump tube it is blowing exhaust out. Not sure why, and it only boosts 4lbs at 7k rpms

you forget to put that little ring on the end of the WG mounting?

That's what it sounds like. No valve seat.
