Waste gate problem

I am planning on running like 3 to 5 psi on my sohc how can i get my waste gate down from the 7 psi it is set at??

There really isn't any good way to lower the boost on a wastegate. You could try to extend the actuator arm, but then you will build boost slower. Just run 7 psi, 3 ain't ---- and you'll want to up the boost anyways.
