unstable idle when not under boost

i have a 91 civic hatchback and it idles wierd , lets say at regular idle its asposto be at 1000 rpm, well it jumps from 1000 to 2000 like wammm paaa wammmm paaa , i think its my evac sensor, but i need opnions, when under boost it runs fine.. i also have a IHI turbo on it... and its ona a 1.5 dual point

lol i was trying to imagine idling while boosting....sounds like a vac leak

Are you getting any codes? I would say the IACV, the o2 sensor, or a vac leak. Check for codes.
