Default Turbo to small

First of all i have a d15b7 in my 92 civic dx 4dr and i want to do a HMT iv picked up a 1987 saab 900 T3 garret turbocharger really low a/r numbers like .43/.48 Is this turbo to small

It depends on your HP goal. That turbo should be good for about 160 whp. If you are going to run 5-10 psi (within the stock map sensor range) USE IT. As you should know, the result will depend on the condition of the turbo, boost pressure, fuel management, tuning, etc, etc.
