Once everything heats up you may notice it spinning at idle. Also if it's a new turbo it will loosen up a little after use. When I first installed mine it wouldn't spin at idle but it does now even when cold.

eventhough the blades arent spinnign, air is still going through the turbo. the blade system is not air tight. so if you idling, and the blades arent spining with all the piping hooked up, the egine is still getting pleanty of air

i test fitted mine today.. spun the first few seconds of the fire-up and at idle turned off.
