turbo turbines not spinning once car is on.
i rebuilt my turbo.... installed it, drove it, no boost.... it just made a loud screaming/sewing machine noise.... so today i took the compressor/centre section apart from the exhaust housing, i spun it, it spun freely.... installed it back together, spun it... it spun freely... started the car.... no suction, or blow out.... i stuck my finger in to see if the shaft was moving, and it wasnt, i tried spinning it, thinking maybe its caught onto something, and it was about stiff....(not to tha point where i cannot sping it anymore) but it was deffinately no spinning freely... im guessing due to the exhaust gasses passing thought... but it was not spinnging.... now the turbo was working fine before the rebuild...except for the fact that it wwas spewing oil...alli changed where the bearings. and seals... what wiould cause this problem?

My guess is you took the bolts all the way out (or out a large amount), then pounded the turbine housing off & managed to bend the shaft or a blade on the turbine. It may not bind 100%, but at 100k rpm, it would be making contact with the bearings.
It also sounds like you put it out of balance by taking it apart. If you go ask any old Volvo or Saab tech that delt with turbos, you'll find that its common for a out of balance turbo (from oil caked on turbine) to 'scream' due to the vibration caused from the shaft.
