If you have forged internals just kepp turning up the boost until it will spool. and like the other guy said get some bigger injectors.
I say get a smaller turbo though. your motor doesn't have enough flow to move that big t70 it's like a mouse trying to spin a ferriswheel. trade the turbo for a 57 trim t3.

Get a smaller turbo, even if it did spool by 5000rpms or so you would be on the wrong side of the surge line. I got one a t70 coming for my toyota 2.4 and even with that I will probably end up in surge if I make overr 4-5# of boost below 4000rpms.
