I think the only way it went off topic was because it focused on f00t, since both he AND saturns are gay! j/k, saturns aren't all that bad.
As for that turbo, IIRC thats an 'odd' turbo, by usual HMT/HT standards. The BOV is built into the compressor cover, and the WG is part of the turbine housing. I can't quite recall, but I thought they had slightly larger AR's, but overall smaller than a more typical .42/.48 45trim T3.
IMO the only time you want to spool at 1750 is if its a desiel running 4bar, a VERY large generator, or you have a tranny with extrodinarily long-spaced gears with a very high final drive. Its a saturn, so instinct tells me its the last one. A super60 or 50trim t3/t04e would be the ----.
