Default Question regarding wastegates/actuators

I was wondering...does the wastegate actuator on a 14b (or any turbo for that matter) require vacuum to remain closed? I know that you have to hook a boost reference for them to open, but do they actually require the extra 'pull' while under vacuum to hold them shut?

does this question make sense? or does no one know the answer? I have to say that I'm leaning to the no side. I believe that the wastegate actuator is holding the flapper shut by itself, without the extra 'pull' when in VAC.

Whatcha think?

A spring inside the actuator holds it closed.
