Default Probably a dumb question about wastegate actuators

So if my understanding of how a wastegate actuator works, and of how a boost controller works with it, is correct, I dont see how it would be pissible to lower boost below stock. Am I right? How could I go about this?

For example I would like to run maybe 4 psi to start out with from my t28 but its WG actuator is set at arround 8 lbs I believe.

You would need to weaken the spring in the WG actuator to run less boost.
