Default putting wastegate together

so i'm puttin my tial wastegate together right now, and i wanna know, do the fittings on the side and top have to be completley air tight? my guess is yes, but i'm just makin sure. also correct me if i'm wrong....you hook the side port to your boost controller/vac source, and the top an electronic boost controller, correct? if your not using an electronic boost controller, you just leave it open, right? thanks alot....sorry about the nOOb questions

fittings should be tight and top left alone
