Well, today I played with shims and stuff. I added two more washer to each mount point, and ended up taking them back out cause i was spooked. Free revving it was building 5psi. So I took it back out to 1 shim, and I guess I could build 5psi anyways before all this, cause it still does it, yet the wastegate opens at like 7psi and bleeds off to 6.5psi or so. with the boost controller on, it hits 13psi and bleeds to 11psi now.
pretty common with internal wastegates to have a hard time holding boost well. bbka has a t3 with the same issue, and just about anyone who clocks a 14b has this problem as well.

I ran a Volvo wastegate on my Saab t3.It worked like a drean and I never had any spikes.I had it set at 12pis but I could controll the boost by holding the gas pedal at part throttle while accelerating.It was pretty ------- cool!

shimming the two bolts where the actuator mounts to the compressor, just putting washers between it so that it tightens it up.

I built a very minimalist, POS bracket for my t3. It is held on by one bolt on the compressor housing. I took a stock bracket and cut it into a basic teardrop shape. The big end holds the actuator, the small end has a bolt hole. It rises super fast to ~10.5 pounds and holds at 10 pounds until 7000+ rpm. You always should be able to have the wastegate completely closed at idle. If not, port the SOB so it can NEVER overboost when it's all the way open. Then, you have created control.
